Tagging allows people to organize their photos in a very personal way. The words used are important to the person using them - making it especially easy to find the material again in a sea of photos! The use of common words and phrases rather than a pre-determined list of words makes finding commonalities all that much easier.
Tags mean I can type in Oceanfront or Library or "Virginia Beach" or VBPL_L2 (or better yet all of them) and find a nice picture of Oceanfront Library on Flickr! Using the Library tag means I'll find that picture (eventually) as well as the rest of the self-described community of Library photos! I'll also find a pretty good picture of the old Oceanfront Library!!
